Uchida Hidegoro(1876-1975)is admired greatly as “the father of NISHIOGI” or “the affectionate father of pioneering local autonomy.”

In 1907 he became head of the then Iogi village at the age of 30, the youngest manager in Japan. He spearheaded the land rezoning policy(1925-1935)that targeted at a vast area of NISHIOGI (about 879ha or 8.79㎢), demonstrating his excellent foresight and execution ability.

In addition, he accomplished great achievements in developing infrastructure such as electric light and water supply businesses and in trying to attract NISHIOGIKUBO station, which was opened in July 1922.

In commemoration of the completion of the memorable land rezoning policy, the biggest stone statue in the Suginami ward was built at the entrance of Igusa Hachiman-guh.

Furthermore, praising his remarkable achievements, his bronze statue was erected by Zenpukuji-ike in Zenpukuji-koen; he is said to be the creator of the park.

 

西荻の父

内田秀五郎(1876~1975)は、「西荻の父」とも「地方自治開拓の慈父」とも称される、西荻の誇る偉人。

1907年、齢30歳で全国一年少の村長(当時の井荻村)になり、西荻北地区を中心とする全国屈指の大規模(約879ヘクタール)な土地区画整理事業(1925~1935)を完成。その先見性と実行力には目を見張るものあり。

さらに、電灯・水道事業の推進、西荻窪駅の誘致(1922年7月開業)等西荻地域のインフラストラクチャーの整備にも顕著な業績を挙げた。

郊外住宅地発展の基礎となったこの土地区画整理事業の完成を記念した区内最大の石碑が青梅街道沿いの井草八幡宮の境内に、また、同氏の功績を称えた銅像が、善福寺公園の生みの親として同公園・上の池畔に建立されている。
